I have a few flashing signals but not sure what to do about it. I found some German pages on the Wiki which may have described them but the translator didn't make much sense of it.

These are failures at the signals. As long as there's no sound and the "S" light near the "HUT"-Button on the Group Buttons Panel stays dark, it's just a minor issue and you can operate the signal normally. Still it's recommended to call a technician (via the "Sig"-Button on the communication panel) as soon as possible to repair the signal. In case of serious failures, the signal is not longer operational and you HAVE to call...

With the addition that the Sig Button to call this guy is currently missing in the KB and KAND simulation. Oops.
