german sims after 2.3.0.84

As you have noticed, we've updated most of the german sims to 2.3.0.84.

What has changed:

- a whole bunch of tiny changes and improvements around the interlocking system. (too technical to directly notice, real expert stuff)

- a lot of stuff under the hood to enable us to release Remagen and Bonn-Bad Godesberg

Noticeable:

- all buttons (except in Cologne!) that should be collared have a glass collar on it. this is managed by the startup.xml.

if you don't like the official collars, simply empty out the file except of the <startup></startup> tag.

You can find the file in your documents/signalsoft/[signalbox-name]/data

(it's the same spot where you can find the defaultkeybindings.xml)

if you delete the file, the sim will produce a new one for you. If you changed it (you can use the -x developer option for that) it will NOT overwrite it, unless it's a fully empty file.

It might make a back up of the previous file, if needed.
