If manteiner ask me to keep out of service track from Koln Sud to Hurt please someone can tell me the correct way to have train from North coming on left track (or via Eifeltor if possible)

tell your neighbour not to send trains on a certain track, and it will offer it on an alternative track.

If i ask to my neighbour dont send train on correct track (right) he ask me to send them on left track and to reverse block but block is not reversible. This is my problem. Pheraps i must advise he does not send trains on right track and also left track (i make two differents telephone calls to him) so it remain the possibility to send trains via Eifeltor ?
