Flag signal 511 would not clear when route set from 503 to 515. Train 3-575 instructed to pass 503 signal then stopped at 511. I instructed the train to pass 511 but it did not move, instead it called in again to say waiting at red signal. I instructed him to pass 511 again but still he did not move. 511 signal cleared when the signal technician fixed it and train 575 started moving. Why would the train not obey my instruction to pass 511 signal showing stop?

There are many reasons why a train would not obey. 

 

I tried it out by just putting signal 511 at stop and giving him a written order... and indeed it doesn't want to move...

 

let me investigate. as now I'm curious too.
